Why wouldn't the Others take Ben? and taking kids

I don't understand why Richard wouldn't take Little Ben with to join the others...
The main thing that was creepy about the others when we were first introduced to them was the fact that they took children. Not just stray children but other peoples children (Ex: Walt).
Was it just Ben's idea when he became leader to take all the kids? I know they couldn't have children on the island but they could have children off the island. So they could leave and come back (like the dharma people did)
So i guess i was wondering why Richard didn't take Ben?
What made them change their minds to taking all the children?
Was Jacob involved?
