An idea of why Ben "can't return to the island after moving it." Maybe the moving of the island is done by the current leader and begins a 'new era,' when the leadership changes. Moving the island is like passing the baton of leadership? Not allowing the old leader back could easily dispel in-fighting.
*Maybe in the past, Widmore moved the island, which implies.....
(he was once the leader!)
It would explain why he has been on the island before and has so much trouble getting back?? (was his Daughter born there?)
