Wheres CPS when you need them

I wonder why the Dharma people didn't ever see Ben's Father abusing Little Ben. And if they did why didn't they do anything about helping Little Ben out?
I guess CPS is as inefficient and under resourced on a mysterious island in the south pacific as it is in the US of A.
PS Ben, ominously, in S2, locked up, "Child Protective Services can't see this island..."
